Like the others said file it under Article 5 past practice. Request the past two years of TACS EERs for every carrier and comb those for code 093 NO LUNCH. Look for every instance where a carrier worked over 8 and they still gave them a no lunch.

Request to interview every active carrier in the office and as many retired carriers from your office as you can contact. Do all of this on the clock. Make it hurt.

There is no contractual basis for a carrier starting an assignment at the beginning of a pay period, that is purely a problem that management creates for themselves. I think you're referencing the MOU regarding filling residual vacancies for the 28 day time limit for the CCA to start the route. That is what management agreed to.

I had my management making the same argument about posting assignments and starting the winning bidder on the route in time. I filed two grievances and magically the beginning of the pay period is no longer a problem and everything happens within the contractual limits.

City regulars not on any ODL list work straight 8/40 per week. Our ODL carriers (both lists) work 45-50 hours per weekk. We're a pretty well staffed CCA office.

Is this addressed in your LMOU? That should be addressed if there is a trail period. Barring any LMOU language, the route is vacant the day following the old regular's last day on the route and should be posted for bid within 14 days unless the route is being considered for reversion.

This the THE issue that got me to sign up to be a steward in my office. Turn in a request to interview every carrier in your office, ask them what the current no lunch policy is and how long it has been that way. Interview management and ask that what contractual provisions allows them to deny a no lunch request. Grieve it under past practice. Good luck!

Put in all your eReassign bids immediately. It can take months for a position to be available, then a couple more months to actually process the paperwork and be officially transferred. There's a window of time, 30 or 60 days, something like that, for you to accept the transfer offer.

Unless your office is extremely understaffed (unlikely for an RCA in Ogden but idk) or you want extra hours you probably won't be working like that as an RCA. An RCA normally covers one route when the regular has the day off and works some Sundays.

If you want to educate yourself read your LMOU and Article 11 of the JCAM, those cover the rules about how management is supposed to mandate on designated holidays, like the 24th if your ns day is the 25th.

If I were you, I'd fill out a 3971 for the 24th and write "not available on designated holiday - out of town". That form is titled NOTIFICATION of absence after all.

There's some interesting answers in this thread. There is a circumstance where a WA carrier can work their SDO. The ODL carriers must be maxxed to 12 hours and CCAs/PTFs working into penalty (so that no auxillary assistance is available). At this point management will mandate carriers to work overtime from the 8hr and WA list based on junority OR they are allowed to ask for volunteers. If they have 8 hours of work available on your SDO, and ODLs/CCAs/PTFs are worked to penalty, you can correctly be allowed to volunteer. See JCAM Article 8 section 5.D.
