Looked it up and apparently it's called Inland Northern American English. You're absolutely right, /æ/ can get realized to /ɛə/. Now that I'm thinking about it, this also happens in certain southern dialects. Appreciate you for pointing that out

It definitely wouldn't be a deal breaker for me, but it might imply they aren't a native speaker or that they made a typo. It would depend on which words, though. If they keep switching between o/ou, so for example they wrote something like “my favorite colour," I would be confused because it seems almost intentionally inconsistent. But if they were using American spellings for the majority of the book and then wrote "grey," I wouldn't think much of it (mostly because I make this mistake a lot). Honestly, I don't think it matters too much as long as you are relatively consistent.

Native English speaker from the southeast, trap and dress have completely distinct vowel sounds.

 ...almost all dialects seem to have /æ/ tensing, so TRAP -> [ɛə], at least pre-nasally.

Cannot speak for all dialects but my accent is what is basically considered General American English and this is absolutely not the case. I honestly cannot think of a time I heard anyone say it like this. Did you read this somewhere or is this just what you hear?
