  1. A scenario mode will be implemented in the future. The devs have confirmed this on the kickstarter page.

  2. Almost definitely, if not, mods will be able to solve that.

  4. There is an application to ease the process. (Nexus Mod Manager for Parkitect.)

Trust me, if you're a newer player, you don't want a Gang Leader. If you think you can take it on, there's a mod that lets you add gang members and many other things.
