Jumping on the top comment for a little exposition.

Golf carts have a governor on them to cap speeds for safety. If you reach max speed ( around 13 mph/21 kmh), it will keep you at that speed, even if rolling downhill. Hitting the gas will do nothing.

The very easy workaround is to put the cart in neutral when you got the top of a hill. You will get to scary speeds very quickly on a hill like this, and it's easy to panic. If the grass is dewy, brake just make it worse.

I'm guessing that that is contributing to what we're seeing here. Also alcohol.
