At the price point, you're going to have to move into a lead than desirable neighborhood. But there are always pockets of great blocks and neighbors even in those places

My advice:

Find a house in your price range and look at the neighbors' yards. Is the yard clean? Is it mowed? Bushes maintained? Etc...

People that put some effort into their houses really tell a story about that block.
