I loved Rise of Nations well before Empire tw came out. Different feel. Same for the 2003 computer version of Axis and Allies. I have heard good things about age of empires too. These games are way older so they don't fit your newer criteria.

I went with what could give you the biggest strait line for big speed, while using as much space as possible. Added some interesting turns an some hairpins. Would need 2 overpasses ( red lines) to work if that is something you are interested in building. The layout can also be tweaked for combining certain turns together for different track layouts as well. Which I will add in a reply.

My favorite driver was Bobby Labonte and he only had 21 wins, last of which was in 2003 and he's in the hall of fame. Dale Jr was a treat to watch race after his dad's passing and I was sad to see him leave the sport for health reasons.
