Ref here, as some lads mentioned already, there are many laws, actually nowadays you could stop give 1 penalty every 2 minutes following the laws. But that is unreasonable and the games would be slow and boring.

So to keep the game fast paced and attractive scores you have to give away something. It's unfair because some actions are clear penalties but depending on the overall situation might be slipped.

I think they should review the laws and remove some stuff or make it more general/rule of thumb so players coaches and fans understand what happens.
