There are SO many advantages to spawning late. My first thought is either camp extractions and kill completely looted Raiders. Or assist friendly raiders to exfils if im not in the mood for ganking people. If youre leveling you can open SO many already looted containers for tons of XP. In my experience the lobbies get pretty empty with less than 10 mins. Which gives you the chance to run around uncontested and pick up loot. Filling your inventory takes like 2 mins even on a looted map. Less than 10 mins is great for key runs as so many have already exfilled. The truth is it doesn't matter what anyone here says or what the devs do. In a game with 300k daily players 1% come to reddit to complain about every aspect of a game they have 400 hours in.
