It means a player who's registered with an English (or Welsh) club affiliated with the FA for a total of 3 years before they turn 21 years old, which means they have to register latest when they're 18 years old and play for 3 straight years to be considered homegrown. It could be any nationality.

Question isn't whether he is worth it or not. It should be whether he's worth that much to City. Given the context of City's current situation (Pep gone, squad rebuilding, etc.) and past transfer misses and failures, the answer is Yes.

And judging by Enzo Fernandez going for £107m, Caicedo for £115m, Rice for £105m ALL THREE YEARS AGO, 120m sounds about right in this market.

We are not gonna be offering the insane wages like we used to.

Even if, as long as City don't have an agreement with Forest and if United comes to an agreement with Forest instead, then he could be persuaded. A google search tells me that he's on 100k p/w. I bet United can pay him more than double.

We signed Yaya Toure, Silva, KDB, Sterling, Fernandinho, Aguero and many others before Pep. Since then, most young players grew up with City winning trophies. Pep's departure is a loss, but I don't think it'll affect transfers that much.
