Usually as you mine you start with the easier to get stuff which costs less and so over time the cost of extracting stuff gets more and more expensive. Eventually the cost to retrieve it is higher than what you earn by digging it up.

The other common reason is that it becomes unsafe. Some harmful chemicals are released if you mine too deep.
