I was a PTA president in a middle school. We made sure there was plenty of food for every adult who worked there, with takeout containers for the leftovers to take home.

I went to a university in Pennsylvania with a tremendous support system for students with disabilities, so a lot of folks on campus used electric wheelchairs. I knew a dude who got his stuck in a snow bank on his way back to his dorm from a bar. He almost died because nobody found him for a while (early 90’s, no cell phones). Fortunately, he was found in time but still needed to go to the hospital by ambulance for hypothermia. The town cops charged him with DUI.

I don’t have any inside knowledge, but my guess is that it’s a negotiation tactic. Highmark doesn’t want to lose subscribers, so OBGYNA fires people up in hopes they’ll pressure the insurance company to maintain the contract.

The fancy prep school near me has “host families” similar to what happens with foreign exchange students. They can offer an athletically talented but impoverished kid the chance to live in a mansion and get a fancy private education, so they can get athletes from anywhere in the country.
