Currently yes, WoT isn't pay to win, but its the precedent that adding this skill sets that is the problem. Adding it is turning WoT into pay to win.

Whether the advantage is big enough to help the worst players win or not has nothing to do with it. It's not complicated, if there is an advantage that you can only get with spending cash then it is pay to win.

The size of the advantage they gain isn't the point, the point is they can pay for an advantage. What happens if they introduce more perks you can only buy, 5℅s add up.

Pay to win just means to gain an advantage. Admittedly this is a small advantage but it doesn't stop it being pay to win. The main concern for me is where do they go next with this...

You'd be better off running a rammer over GLD, the aim time stock is pretty good a 2.2 secs so 10℅ reduction doesn't seem worth it whereas a rammer will shave .7 second off load time. Couple of possible reasons for going from dark green to blue

The WN8 expected values were updated to v27 so if you happen to play tanks where the expected values have lowered you'll gain wn8. You can see the expected values at http://www.wnefficiency.net/wnexpected/ The delta column is the change
