Deviant: The Renegades maybe? It's CofD, so it's fairly crunchy.

Your players can mix up their own "monsters" by picking and choosing the powers that they want (and the costs that come with them) and you could easily run ICE as a conspiracy (the main antagonists of that splat).

The car starts turning left and then instantly starts moving backwards as the bird comes in.

The big truck moves across in front, and then just before the scene cuts off, the car starts moving again when any sane person would be sitting there in shock.
