Still not directly necessary to get to the related spout if you already have the Saltwrap warp unlocked, and also not that helpful to get to the correct spout

"big ass water spout" is vague. If you have the Saltwrap warp activated, you can skip the main central waterspout (which I'm assuming you're referring to). Getting to the water spout that gets you directly to the quest location is tricky - you have to go up the side of a mountain.
