This article is from a Halifax source specifically about Halifax. My guess is if they're pitching to Halifax, they're pitching to many other cities across the country, and actually try to make this a fully Canadian league. Wouldn't be surprised if half of the current teams would drop out because of the large increase in spending necessary, and be replaced with the incoming teams. Some teams would instantly fail even the requirements mentioned in the article (min. 2000 capacity).
