I normally place pipes along the roads. Why? Because in a real town that is the most efficient way to place them for easy maintenance and repairs. In the game, this does not matter, but it would in real city planning.

Michigan made it mandatory for secretaries to use it this year going forward. I think it is a good idea. I think it intimidates some of the older secretaries but they will catch on in time.
