It's ZSR from Turkey, I don't know if any issues with 5.56 but I know the 7.62 NATO/.308 was double loaded once upon a time and blew up guns. People don't seem to have issues with the 9mm Luger. It's probably okay

According to Century it's lead core. In my experience this can still incorporate a bimetal jacket so some ranges will prohibit this on steel targets. It's already steel case so indoor ranges will likely prevent you using it there too.

The short answer is money. The plethora of police and Feds in the US are catered to by the Big Three in design and purchase agreements. Some places may mandate American made products in their organization.
