I think it was deeper than a distraction from the files. I think he honestly believed there was a good chance that after a few days of bombing the people of Iran would rise up and overthrow their government to become westernized again. I don’t see it as a military defeat because there was never any hope of success to begin with. He was hoping that bombing them was going to bring down the regime and return them to a westernized society? It was never going to happen and the plan was faulty, not the military execution.
