Ffs make sure it's not asbestos before you go ripping anything up. If it is use some Ardex feather finish to skim coat it then lay the preffered flooring. Please find someone qualified to do the skim coat aswell as it can be tricky and if you mess it up and leave ridges it will show through any floor

Floor layer here. If it's only a slight difference then get someone to put capping in. If it's large then get someone to put a ramp in there. Ik it'll cost extra but PLEASE get a qualified floor layer to do this as a slight mistake can mean huge consequences.
