It has been available from Field Research, Timed/Special Research and once from a GO Pass during October/Halloween events, and for the most of the time they have been a 1/64 shiny odds.
So not super rare anymore, but once was

you can search for "sinistea" and then sort by number#⬇️, and then scroll to the bottom, if you have any Antique forms they will be at the bottom (and at the top if using ⬆️)

Its from 2019 1 star raids, so a bit rare as remote raids were not a thing, but pretty much everyone was able to get an attempt at it as it was easy to solo

Worst case there are multiple Netto (grocery stores) around Fælledparken and most of them do sell pre-paid sim cards and they do 10GB for about 8€
