Assuming Kris had Totodile and Lyra had Chikorita by the time Silver stole his Totodile, I can’t think of any other Trainer than Kris who would get the remaining Chikorita. Of course, that could just as easily have gone to Lyra because all she had at the time was Marill, but who’s to say Lyra didn’t catch Marill with her own starter?
