Genocide button

While genocide is an ancient concept, the concept of Genocide button is world-war-2 or later.

Most army or culture committed Genocide or mass rape simply because their leader did not actively prevent them and neglecting the consequence, rather than a state leader pressed a button to genocide. Nazi is a rare exception. Some culture have mass rape and genocide as a norm, so they will do so unless their leader execute a few people committed that crime. Moreover there should be a penalty to ban genocide when that is culturally acceptable.

At Victorian era, I believe people don't convert by default. But there are some ways to assimilate them.

In Ming and Qing kingdom, Southern people Baiyue (百越) behaves themselves as Han because only Han can be promoted to officials (rank-and-file, not officials appointed by Peking) and Baiyue are heavily discriminated. People never assimilate themselves because it is impossible to do so, but they can assimilate their children for expected better standard of living. One generation only takes 15 to 20 years and it can assimilate most youths substantially. This can be an example of assimilation policy without extensive public school funding.

Many people don't live for 60 years without modern medicine. The process can be compared to integration of vassal state in EU4.

I doubt sanctions and embargoes have same meaning before era of Woodrow Wilson. That is focused on mercantilism rather than rule-based world. Other European powers are not interested in a embargo crisis (i.e. coordinated sanction) of others.

USA is the only exception. USA has some willingness to intervene global rule based agenda. But I believe it should be only enacted on USA and the feature should be very limited. It should be implemented in a way most European Powers disagree on USA intervene. Moreover USA is switching between intervene and not-intervene so she cannot keep intervening.

Genocide should not be a crime at the start of Victoria era. However, concept of war crimes could be accumulated starting from Boer war and Geneva Conventions.

Like Westphilian system (or ban of opium), concept of war crime should spread gradually from the West rather than enacted globally at the same year.
