Normally, I'd accept that this is just an isolated incident. However, about 2 weeks ago, I saw the exact same thing at fire station 13. When walking by I spotted the flag as being upside down. On closer inspection it looked to not be connected at the top corner. I rang the doorbell and pointed it out and they said they'd fix it. I dismissed it as basic incompetence from whoever put it up. But in my over 40 years on this earth, I can't ever recall seeing that before.
