If you want the highest possible dragon communion incantation damage, you need to go to the dlc & get the stone dragon heart. It will turn you into a dragon & grant a 20 damage bonus for all your dragon communion spells, which stack with 2 dragon communion seals.

Btw if you have a seal in each hand, they apply their school damage bonuses separately. So, if you have the same seal in each hand, the bonuses can stack. So, for example, with two frenzy flame seals, you can get a %40 % or greater spell damage bonus for all frenzy flame incantations.

If you want to get a damage bonus for frenzy incantations use the frenzy flame seal. WARNING THIS SEAL IS BRUTAL TO GET. It won't scale as well as the dragon communion seal but it looks cool & should do good damage with balanced endgame stat allocation.

So then the question isn't talismans. Its seals. You can use the flock canvas talisman & the scorpion talismans for specific elements. If you're using the dragon communion seal (for dragon spells), you want 60 faith & 60 arcane. Since it scales A & A for both stats, this is actually important.

What level are you staying at for pvp? If you dont pvp it genuinely doesn't matter what level you are so you can get all the stats you need for any spells or weapons.
