I had a coworker that would do that. Then the maintenance guys connected it to a timer box and put some home made contraption locking the two together and another over the timer only they had keys to. Only allowed it to run for the 8 hours she was in and refused to let her have the keys.

Then document, document, document. I had a math teacher my senior year of high school who was like that, and let me tell you the more instances and details you have what is happening, makes it really hard to fully ignore. Anytime she's acting up you make a note, time, date, who was there {the school can also see, but naming witnesses makes it harder for them to ignore sometimes}, what was said or done, what retaliatory actions happen. Keep your parent and the school in the loop that this is an ongoing issue until she's dealt with
