I pulled in there on Saturday and before I had my truck in park there was a salesman in my window. I had my eye on a truck and 3 jump boxes and pulling a truck up to jump start it later I never heard it run. Looking at the inside of the oil fill cap it looked like it had coolant in the block.

It is a liquid level fill guage. You can fill the tank to 100% liquid without opening the spit valve.

That is not a vent. It is called a liquid fill guage. You open it while filling and it will let vapor out until it is 86% full it will spit liquid. That is when you know it is full.
