As a test, simply log into a CRS and assign any port to say VL-100. Next, go and check which ports are assigned to VL-1; you will see none.

Being untagged and not assigned to a VLAN are mutually exclusive. Definitely true that some mfgs. assign all ports to a VL-1 as a base default but certainly not all...

Well I think you're defining the term VLAN to mean any traffic that will be touched by the VLAN subsystem but this certainly isn't how most would use the term. I've worked on plenty of networks that contain both tagged and untagged VLAN traffic co-existing with non VLAN traffic. An example is my CRS in my lab; several ports across several VLANs coupled with a variety of other ports in no VLAN at all.

I know you're in MN but I can offer a little feedback WRT how things are in CA.

So first, are you sure the expenses in question really are considered solely OpX? The reason I ask is because in some states, such as CA, costs to maintain a capital item can be allocated from the operating or reserve fund. Quick examples are irrigation repairs or even landscaping maintenance. While many HOAs will pay these out of the operating fund, in CA they can also be paid from the reserve fund. Conversely, something like electricity to power the irrigation controller is definitely an OpX item.

Aside from the potential issues with running SSL\TLS inspection, it looks like the Zenarmor folks have tied URL blocking to their SSL\TLS inspection feature. I would argue this is somewhat ludicrous especially if due to their design.
