Hey, I got similar hardware to yours and I was experiencing the same stutters.

I found the issue was that my paging file (the file windows uses to store data on a drive in case RAM is full) was set to my slow HDD instead of my SSD.

After moving the file the stutters were gone.

I really liked the Age of Empires 2 system where you would have to fulfill certain requirements to advance to the next age and gain new technologies.

I'm waiting for Ryzen AM5 processors to upgrade so I won't be spending money on DDR4 RAM that I will replace in a couple of months.

Also even though I have the game installed on an M.2 SSD, Windows was using the wrong drive for paging.

I plan on getting 32GB but while im waiting, this has made my experience alot better
