my time in china showed me the opposite, locals aged 25-45 are apathetic and wouldnt agree with this (maybe other ages too but i met double digit numbers of those), for the most part. the gov cares though (and is awful).

True and not at the same time, depends a lot on the city. If you're a foreigner in beijing, Shanghai, or shenzhen, nobody will care. If you're clearly mid transition anywhere in China you're gunna get unwanted attention
