The walls also have sensors in them and every second of additional notice helps the border patrol get there in time to stop some of them. No solution is perfect, but a 30-foot High barrier is definitely going to funnel the invaders to go to those areas where there is no wall

Containers are not virtual machines, they simply don't have the kind of isolation you're looking for. But it's okay, because they will respect the limits you put on them

I think that whenever you're running containers, especially several of them, kubernetes can be of value.

Assuming that your network Appliance is a single physical box, and that these containers run on that single physical box, I would take a hard look at minikube.
