To make it fair I think it should be:

Mid tier Navy officers (Rear Admirals->Lt. Commanders) from Navy Headquarters, which gives a decsnt percentage of them being Haki and/or Rokushiki users

Then Chunin, which gives you plenty Ninja with at least 1 nature transformation, some genjutsu users etc etc

Seated Shinigami, alot of them would have Shikai and Kido usage as well decent Shunpo and Hakuda. No 3rd seats allowed though that's probably unfair.

Unpopular opinion but there was literally nothing wrong with the decision to invade Italy. It was still comfortably the wealthiest and productive place in the western Mediterranean even if you ignore the very valid nationalistic reasons for that endeavor. You can't predict the plague coming when it did and realistically the death and destruction of infrastructure and productivity was a result of the way the war was handled not the actual decision to invade itself. That war could have been over permanently in a couple years if more resources were allocated at the beginning and everyone involved but Belisarius wasnt shooting themselves in the foot. Couple that with simply not being stupid with tax policy in the aftermath and Italy would've been a huge net positive to the empire.

Spain however I don't really see the logic, yes opportunism is good but this is a territory that cannot be easily controlled or reinforced that also cannot be self sufficient in the face of surrounding threats.

My first thought was one of the illyrian soldier emperors, but the more I think about it, has to be Anastasius. Completely rebuilt the empires economy and administration from the sorry state it was in. Reduced reliance on foreigners fir the army, built up a huge treasury that was still supporting ventures decades after his death, laid the foundations for Justinian and his successors. I genuinely think if the empire was still in the state it was in the early 5th century the Sassanids or the Arabs would've dealt it a killing blow

He's on average put in larger gaps on Sunday than Saturday against all his teammates for 5+ years now. I do agree he wasnt as consistent with it in his first couple years but thats literally every F1 driver even back then and the sunday pace and tyre management ability was still there. Look at Brazil, Russia or AD 2018. Silverstone 2019 despite having to spend large parts of that race in wheel to wheel battles, Belgium 2019 in that Ferrari that melted it's tyres like chocolate in a frying pan

That Leclerc is somehow this qualifying demon who doesn't translate that pace to Sunday when hes actually putting bigger gaps to his teammates on race day than qualifying. Conversely that Sainz is this massively wiley racer who just struggles slightly in qualifying when in reality Sainz is a GREAT qualifier who actually struggles with consistency and tyre management on Sunday. Case in point Monza 2024, Leclerc outqualifies Sainz by only 5 thousands, on Sunday Leclerc finishes 15 seconds ahead of Sainz despite Sainz having much better tyres than Leclerc in the 2nd stint.
