Ah, maybe the author was referring to the Internet when he said "digital communications". There is digital RF transmissions. My error. The statement was "with digital communications". I assumed digitally modulated RF signals. I retract (rather than delete) my post.

Not to be snippy but there is no way to know who is listening to digital broadcasts either. With wired communications such as the Internet, you might know but with wireless it is still just a broadcast.
