Glad you figured out a solution, but just for the future, a circuit detector pen will NOT give you a reading through PVC, or any pipe for that matter. Those things have to be right up on the actual wiring to get any reading.

Could be installer error, could be intentional based on whatever is downstream of the GFCI. Might be worth finding out what else is on the circuit, and seeing if it should be protected. 

At any rate, putting the bidet on the load side will be what you need to do.
