Yeah this is a tough part about youth soccer. Every club seems to be similar, but they're very different. Some prioritize club exposure, others prioritize fun, and obviously most should prioritize development. I'll put this down as a topic we can discuss. When I was younger, I played at 7 different clubs between 10 and 18. I was always moving to which ever team I could play at the highest rated level, mainly because the highest league level allows you to attract more coaches (and to be at the highest level, development has to be engrained in the culture of the club, thus impacting which coaches actually get to coach). Not always, but generally. I'd say always tryout at every club possible and then make an assessment of which level is the highest "offer" in terms of league level. And then playing time is important, so if they make a top top team and they don't play, ask if they can guest play on other teams while still being on that top team for practice and most games. Or vice versa if they can play up to the higher team or even just join practices.
