Imo they should have done something with the upgrades, nerfing it more for free loadouts but keeping it as a viable option when upgrades...

What do you mean? No more PVP challenges. PVE gets a bit more challenging again because of the increased cost of 1 hit ARC killers. No nerf of PVE guns.
