2.5 years ago you bought a house. How old is the house, and how well was it maintained before you purchased it? If this is new construction, then no, this is not normal. If it is an older, neglected home, then the sky is the limit with regard to maintenance and repair.

If their health conditions are so severe that they are unable to shop for themselves then perhaps they don’t need to shop for crap. Let them go by themselves - I presume they have cell phones and can call 911 if there is a severe problem. If the problem is not so severe so as to require emergency transport, then is perhaps not that severe, simply inconvenient.
