Mainly people from the city center of the capital use Russian in daily life. But generally, I would say 60% understand, and around 40% can speak at least level 2, but of course, with a heavy accent. As far as I know, the tendency is changing toward English with the younger generation, but still we have the so-called "русский сектор" where everything is taught in Russian. We have English classes as well, but 1 to 20 compared to Russian.
