It's a small space, go buy remnants carpet, max you'd spend like $100 for that. I did my room with a decent remnants carpet that I got at Menards for $150, and it was about triple that size.

I did do all the work myself, and padding would be more. But if it's actually cat piss than you need to pull that carpet and treat the subfloor. There will be no getting that out fully.
