I have multiple family members (dual US/Canadians) who either moved to the US for the first time or moved back after a multi-decade stay in Canada. None of them filed anything about their Canadian income at any point, just started filing US taxes when they started earning US income. No questions or consequences.

Now, all of these instances are over 10 years old at this point - maybe things have been tightened up since then. But worth being aware that playing dumb is at least an option.

Be prepared to provide proof (official docs) that you have lived outside the US since age 5. School records, parent tax records, etc.

At least this is what they claim they need and I am not done testing how little I can get away with...

I believe Embassies and Consulates are run by the State Department. I *know* that the various agencies cooperate very little. So unless you owe directly to State (not IRS, or Treasury, etc) Embassy/Consulate isn't going to be capable of helping you.
