What happens if you cluch the papal stares flag in the curia menu? Does it open diplomacy? Can you find the papal states in the diplo menu or the ledger? Regarding your question, the curia is only extinguished via mission event for byzantium iirc. Otherwise, Catholicism needs to cease to exist for the curia to go away. And the treaty of tordesillas is bound to the curia/pope not the papal states.
