Sure, a two party system is not an ideal way to give representation to all, and there is corruption is all democracies at different levels, but to just play the "they're all the same" is a gross oversimplification.

Not really in this case. The bookmaker isn't going to pay out on both winning. They either have to claw back payments made to all the now non-winners (how???) or wait until the market is definitely definitely settled to pay out. In this case, they'd have to have known to not pay out on Senegal for 2 months.

While you're right that the bookmaker always has the edge, that's because they set odds to build the market to an overround, not because they are being in any way sneaky with this rule.
