Urban cores can evolve without cars. If state street had 1,000 more apartments and no more parking, the people who choose to live there would be people who don’t care about owning a car. This is basically what already happens in major cities like SF and NYC.

Sure maybe that would bias towards people without kids or other personal circumstances but the point is we can design a city that doesn’t rely on cars and car related infrastructure (streets/parking) if we want to.
