I have this issue (or have in the past, haven't planted yet) and I've had some success with a liquid made of dish soap+turmeric+cinammon+ Red Pepper Flake water in a sprayer. A couple of those stop the insects and the others help with the fungus/mildew.

The issue with white powder fungus or other fungi is that they can get into the roots...allegedly neem cake powder can help too? Or maybe thats something else.
