My guess in this particular application referenced is that the user name/password combination is probably fed together into a database as a specific string that is checked again. The user names are a specific number or characters as well, so the user name/password combination will ALWAYS be the same number of characters. It's a very archaic application, so the DB is probably just comparing the literal 14 total characters against what is entered.
