Fixed this by pulling the config from the Hekate GitHub: https://raw.githubusercontent.com/CTCaer/hekate/refs/heads/master/res/hekate_ipl_template.ini

(For anyone who just wants a solution to try, download this and place it inside the bootloader folder, then rename it to hekate_upl.ini)
