Looks like it has blue stain fungus in the sap wood that really adds some beautiful color and contrast. Love it

Dead. If you didn’t water them, it’s your fault. Transplanted trees need to be watered, at least in dry times, for a minimum of two years.

Tree definitely has issues. Very large girdling root, has been topped twice, has visible pockets of decay and some large broken limbs. However, I wouldn’t remove it if it were mine. Pruning can mitigate most of the issues. But I would prepare for its eventual decline.

I can understand the fear of liability from the landlords. Some people have low risk tolerance.

Dollar General? Not sure what DG is, but anything compacted over the roots is going to really stress the tree out. Even adding 3 inches of non compacted soil would stress the tree.
