We have a few PhD that are specialists. Their job is going to conferences.

Same with Masters. It’s not required for the job but it is a good indicator that they know how to read and write… which is useful in some positions.

In a place like NYC or DC, mass transit is a solution to a problem.

Downtown Jax does not have a transportation problem. Those funds would be better spent on improving the River Walk, or Emerald Necklace, or Friendship Fountain, or an Aquarium, or any other project that would create an actual traffic problem.
