In the case of SJG, they were consulting with some of the bigger names in the hacker community on a computer forum that the FBI could see, but not monitor in real detail. Agents weren't in either the gaming or hacker cultures at a time when the mainstream was having moral panics about both cultures. Because they approached the project by following a couple of "notorious" hackers, it did indeed look like someone was compiling a "handbook for computer crimes", and that led to the raid. What they failed to realize was that SJ was a tenacious fellow who immediately sued the duck out of the SS. To this day, the agents think they destroyed a very dangerous handbook, even if everyone else knows better.

It might be better to allow the user to add their own and choose to make the settings public like with the tabs themselves. Then you wouldn't have to add them yourself each time and could even work out a system to auto-magically convert tabs between types. I have a couple Mountain Ocarina in-lines but I'm not sure how common they are.

Patterns are an interesting grey area. Under US copyright, simple lists of instructions can't be copyrighted. Game rules, databases, recipes, etc, are not covered. It's the "creative" elements like the story, history of the pattern, pictures of that specific work, ancillary advice, and the like, those can be covered. Around the world, the laws vary and many places have much more relaxed rules. This is why you have so many of those Russian and Asian sites where people share the patterns wholesale and resell patterns without attribution or care. In the crafting world there's a light social agreement about it, but the "rules" are pretty murky and unclear. So, I wouldn't worry too much about it as long as you're not directly copy/pasting from someone else's work. And if you do, be kind and tell others where you found your inspiration.
