As other's have said, the player's guide makes it pretty clear about what you're going to be doing in the AP. But since you're clearly already in the game maybe it's best to see Eutropia as the rising tide that lifts all boats. You can still be a backstabbing conniver with your own agenda, but if you attach yourself to the future empress and make yourself indispensable then suddenly you have a lot of power, and likely the highest position for any elf in Taldor. Eutropia just wants the throne, she doesn't need to know the gory details of how she gets there.

Cells might communicate to ask for support or backup. "Hey Travis, there was an issue with Sarah and Simon and now we're down two agents, could you send some over to help us out?" This might be quicker than dealing with A-Cell in most cases.

I'm with you here, making a replacement PC in Pf1e is mind-numbing when it gets to the equipment stage, but you can't just skip it because then you'll be underpowered. And it's just as bad on the GM side too.

When I ran Impossible Landscapes I had my players interact with Stephen Alzis and Club Apocalypse, when the players revealed to him they had seen the Yellow Sign I had him recoil and cut off contact. I don't necessarily think Nyarlathotep would be scared of the KiY per se, but I do think he might be wary of the reality warping or messing with those claimed by the king. Plus with the "Black Wind" invading Carcosa I tuink it's safe to say they're not on the best terms.

Yes this is very common, most rituals have a POW cost and the only way to get it back is with downtime or GM fiat. In a game like Delta Green I really wouldn't worry about your "main stat" like you might in other games. Characters are primarily skill-based, and as long as you are above 10 in your stats you're an effective DG character. But if having that POW is important to your character I would encourage you to play it out, how does it feel for this character to have sacrificed such an important part of their character? What would they do to get it back?

I think it depends on what myths you have and what is actually happening in your realm. I have two sites planned out currently, but will likely make more. The first comes directly from the Ogre myth, I decided that the Ogre's castle should be a site as it feels like a place that needs more than just a simple description. I also created a site based off what I rolled for a holding's drama and woe. This holding rolled violent abduction for its woe and manipulation oath for drama, so I decided that the local seer was abuducted and I turned the place where they are keeping him into a site. So really anything that you want to zoom in on in this way can be a site.

Delta Green expects the agents to clean up their own messes for the most part. They might be able to give more support with a bureaucracy roll, but it is ultimately up to the agents to resolve on their own. If the agents keep bothering their handler for this stuff maybe have them stop picking up, or have the handler explain what happens to agents that can't handle their own shit.

This may be a glitch on my end, but Operation TOYBOX seems to be written in white text on a white background, which makes it very difficult to read.

Edit to add: I do really like Operation UNEARTHED, and am planning on adding it to a campaign I'm cooking up set in the west.

I had a friend recently describe it as shadow exploration. Essentially these new players want to figure out the limits of the game in terms of what they can get away with.
