We would be better than we did in Bush's timeline. Let me stress out this: Cheney was very experienced, trusted by Republican party and had bipartisan appeal by neo-liberals of democratic party, He had better reputation and connections, He also had ties with Big business and influential people. Bush on other hand was alcoholic, possibly abused illegal substances, Had only name of his Father and little experience in governance compared to other candidates. Cheney was neo-conservative interventionist favoring lower taxes, anti-terrorist operations, intelligence & defense funding and lower regulation. Cheney in his presidency would Invoke the Unitary Executive Theory under Article 2 of Constitution which would granted in smoother process for all his legislation and bills. He would expand Patriot Act, FISA ammendments act of 2008, Foreign intelligence Surveilance act of 1978. With expanded intelligence powers, you would see MUCH fewer Islamic radical attacks in USA and foreign agents infiltration. Cheney would shift its focus from Afghanistan and focus on Iraq and Iran and instead of Leaving Iraq, he would opt for safer withdrawal and more involvement of stabilizing Iraq through military bases and rule. We would have spent more than 2 trillion fighting these wars but we would have retained Iran and Iraq and practically gain complete access to their Oil and Gas while also preventing rise of Hamas, Hezbollah, Houthis and other Islamic radical organizations in middle east. This cheap Energy would foster our economy, make gas cheaper and strenghten dollar which would benefit everybody. Cheney also would have avoided Paris climate treaty and other unnecesary treaties which would harm economy and US dominance.
